South Sudan’s National Dialogue Committee is in the process of preparing a document in which key experts on constitutionalism were involved, a senior official said.

Francis Mading Deng, a rapporteur of the National Dialogue Committee said they worked with the United Nations, African Union and other international bodies in guiding constitution making around the world.

“We asked them to look at issues of state formation going back to the colonial intervention and formation of states in Africa, what constitutions are generally called upon to do in terms of statecraft and nation-building,” Deng told reporters in Juba on Monday.

The “comprehensive” document, he said, not only tackles issues of the constitution, but also addresses the concerns of South Sudanese.

“We will look at the existing constitutions and the extent to which the constitutions cater for the people of South Sudan,” stressed Deng.

“Once read, it will be adopted by the steering committee and it will be one of the documents to be forwarded to the regional conferences and national conference,” he added.

In December 2016, South Sudanese President Salva Kiir launched the national dialogue initiative that seeks to reconcile and unite the East African nation torn apart by more than four years of civil war.
