Government troops charged with ceasefire violations

Officials from the Intergovernmental Authority on Development say government forces twice violated the cessation of hostilities agreement over the past month.

A new IGAD report, documenting violations between November 8 and December 14, said an official investigation has determined government forces took New Fangak in Jonglei state at the beginning of December and that troops have subsequently refused access to investigators. IGAD also charged government forces with instigating a firefight near Kedbeck village in Upper Nile state on December 10. 

The report calls for IGAD special envoys to “take appropriate action” for the violations, without specifying what that would be. 

IGAD also provided an update on an August incident when SPLA-IO forces held a team of investigators overnight. A government representative on the team died while being held. IGAD officials determined this was a violation of an agreement to give their monitoring officers freedom of movement and unhindered access.
